Stephen, I have the option to submit to a publication on my mobile apps (iPhone and iPad.) But if I select that option, it only show the publications I created. I can submit to One Minute Wit or Mark Starlin Writes! because I created those publications, but I don’t have the option to submit to any other publications like The Junction or Lit Up, etc.

But I never use the mobile apps to publish or edit (I don’t like torture), just to read and comment.
